Mark W. Garka's Client was stopped for speeding and ultimately arrested for DUI. The arresting officer was subpoenaed for the Department of License Hearing but the officer failed to appear, therefore, Mark W. Garka won the Department of Licensing Hearing. Through investigation it was discovered that there were issues with the observation period. Because of these observation issues and having won the Department of Licensing Hearing, Mark W.
